Queen’s Cross Housing Association is currently operating a number of reactive and cyclical maintenance and repair contracts which are all due to finish on 31 March 2012. A new public Term Contract is due to start on 1 July 2012.
These contracts are valued at around £2.4 million per annum, with around £1.6 million being spent on reactive and £0.8 million on cyclical repairs and maintenance.
The proposed Term Contract is split into three Lots, two of which are mutually exclusive, one of which is all-embracing.
The Lots would be: Lot 1 – one of two geographical areas based on ‘neighbourhoods’ (Queen’s Cross West) serviced via four ‘trades/services’ sub-Lots for both cyclical and reactive maintenance and repair; Lot 2 – a fully managed service for the other geographical area (Queen’s Cross East) for both cyclical and reactive maintenance and repair; Lot 3 – a fully managed service for all QXHA stock, for both cyclical and reactive maintenance and repair.
Lot 3 constitutes a variant bid, and could not be procured alongside Lots 1 and Lot 2.
The Association is also acting as a Lead Central Purchasing Body under Regulation 22 of the Public Contracts (Scotland) Regulations 2006 (Amended 2009) for Queens Cross Factoring Ltd and Queens Cross Workspace Ltd. The additional spend from those two bodies would add another £230,000 per annum to the figure shown above.
The Association requires a 2+2 year contract, with renewal options at month 9 in years 2 and 3. QXHA can quit the arrangement at the end of year 2 if it is in its best interests so to do, although it is to be hoped that the new arrangements are extremely successful and the full four-year period will be undertaken.
